There is no universal cheapest provider. Compare the full route: receiving charge, currency conversion, withdrawal, intermediary costs and the rate actually offered.

Can I open an account if clients can send money to my country?

Not necessarily. Sending to a country and opening a local receiving account are different capabilities. Check the provider country and feature pages.
